For its 5th yearly educational exchange in Cuba, APHA has partnered in 2014 with Medical Education Cooperation with Cuba (MEDICC) in two important programs in Cuba (January and March, 2014). Building on the APHA-MEDICC session at the 2013 APHA conference, participants have obtained insights and fresh perspectives from Cuba’s working models that are relevant to health reform in the US. The Affordable Care Act has invigorated academic and health leaders to urgently seek innovative, cost-effective and proven ways to improve the health of the population. Public health and the social determinants of health are accepted as integral to this challenge, as the US moves towards health-in-all policies. Cuba, by means of is prevention-based and primary care-driven strategies, has produced health indicators comparable with the US and Canada. MEDICC views Cuba as a natural training ground as health leaders and policy makers urgently seek innovative, proven ways to offer better health care. CPHE outcomes reflect key principles and practices of the Cuban health care system and align with many initiatives of the Affordable Care Act, including the four strategic directions of the ACA’s National Prevention Strategy to a) Build healthy and safe community environments, b) expand clinic and community prevention services, c) empower people to make healthy choices, d) eliminate health disparities.

Session Objectives: Describe health strategies and practices observed in Cuba. Discuss ways Cuban practices might be adapted to health programs in the US. Demonstrate examples of synergy with many of the provisions of the ACA.
