Mosdos Ohr Hatorah and the Bolton School of Nursing: A faith-based, public health partnership

This presentation describes outcomes and lessons learned from a sustained partnership between Mosdos Ohr Hatorah, an Orthodox Jewish day school, and the Bolton School of Nursing, Case Western Reserve University. The partnership was established in 1997. Mosdos, which did not have a school nurse, sought to meet state-mandated requirements for vision and hearing screening in a manner consistent with the values and beliefs of Orthodox Judaism. The Bolton school’s PHN faculty sought clinical experiences for pre-licensure students that provided opportunities to practice population-focused, health promotion–disease prevention, examine related health policy and develop cultural competence. Theoretical underpinnings include: Community Campus Partnerships for Health’s Principles of Partnerships, service-learning and a program-planning model. The project has been funded by Mosdos and The Center for Healthy Communities. Nursing students are oriented to the beliefs and practices of Orthodox Judaism and Ohio Department of Health (ODH) guidelines for vision and hearing screening. Mosdos parents, students and staff are oriented to the screenings. Under faculty supervision, Bolton students provide developmentally-appropriate vision and hearing screening adapted to the Mosdos’ unique culture. Evaluation is ongoing with multi-stakeholder input. Each organization’s objectives have been met. Referral rates are compared to the ODH state-wide averages. Strategies for successful partnerships between faith-based organizations and schools of nursing include: mutual goals and trust; commitment to success of the relationship; orientation of all stakeholders; regular and open communication; respect of each partner’s goals and perspectives; on-going evaluation; willingness to institute change; and celebration of accomplishments.
