Background: Children with birth defects and/or genetic disorders account for 40-50% of admissions to hospitals in Indiana. In spring 2001, Indiana developed the Indiana Birth Defects Surveillance System (IBDSS) with the goal of improving access to health services, early intervention, and prevention programs. In August 2002, a new law mandated all birthing hospitals in Indiana report birth defects to the Indiana State Department of Health (ISDH). By August 2003, 66 of 108 hospitals submitted data with the correct format. To improve reporting a plan was developed to train hospital staff on data submission and provide feedback about reporting quality. Methods: The training is comprised of 4 components: needs assessment, program development, implementation, and evaluation. It is designed to train medical records directors and staff about the importance of reporting birth defects and the most efficient reporting methods. Topics include: quality data, data submission methods, state law and reportable conditions, technical issues, and common reporting errors. Pre- and post-test surveys were completed as part of the evaluation. Data was analyzed using Statistical Program for Social Sciences (SPSS). Results: Approximately half (51%) of 108 birthing hospitals attended this program. 67 (78%) of the 86 attendees completed the pre- and post-test surveys with an 18.8% increase in knowledge. 83% reported training met their expectations. Conclusions: The needs assessment and evaluation showed training increased reporting, data collection, and improved communication between ISDH and hospitals. Future plans should include physician training, continued efforts to enhance the quality of data, and proactive communication to prevent problems.
