A comprehensive approach, methods and tools used in a statewide evaluation of quality management activities for HIV/AIDS patient care programs

The newly established Quality Management Institute of the Florida Department of Health, Bureau of HIV/AIDS, created an integrated, innovative and comprehensive approach to quality management. The Ryan White CARE Act of 2000 requires all patient care programs to establish Quality Management activities that will assist providers in assuring adherence to PHS guidelines, ensure supportive services provide access and adherence; and ensure demographic, clinical and utilization information is available to monitor and evaluate the local epidemic. The new legislative requirements are summarized into six (6) primary themes: Improved Access, Quality Management, Capacity Development, Targeted Resources, Coordination and Linkages, and Participation & Collaboration of Other Agencies. In addition to federal requirements, the State of Florida Department of Health has encouraged the utilization of the Sterling management model of organizational performance excellence (modeled after the Baldridge Award criteria). The Sterling criteria includes the following: leadership, strategic planning, customer/market focus, information and analysis, human resources, process management, and business results. The 10 Essential Public Health Services are being incorporated in all aspects of Florida’s public health services and practices. In order to comply with federal and state requirements and assure that HIV/AIDS patients are receiving the best possible care in Florida through continuous quality improvement efforts, a holistic framework was created to incorporate all these requirements. This workshop will review the integrated framework, discuss the statewide comprehensive evaluation and how it influenced the quality management activities, and assist participants in understanding the importance of how such an approach impacts client-level outcomes.
