Social Impact Bonds - A Financing Innovation for Population Health

Federal, state, and local public health programs continue to struggle to accomplish population health outcomes with constrained resources. Social Impact Bonds (SIBs)- also called Pay for Success - are a relatively new financing innovation, starting in the United Kingdom, which enable the mobilization of private financing for public sector programs. SIBs have been largely used in criminal justice interventions, but are now starting to be deployed for population health issues (such as asthma). This presentation will explain how SIBs work, how they enable innovative service delivery to vulnerable populations, and describe the role that Federal, state, and local public health departments can play in scaling SIBs to address a wide range of public health issues. Participants will gain awareness of the history and applications to date, understand how deals are formed and structured, learn about the multiple stakeholders involved, and see what types of public health issues (largely about infrastructure and non-communicable diseases) can benefit from SIBs.
