Medicare, Title VI and the Children's Crusade

With a four month deadline and a staff of five, the newly created Office of Equal Health Opportunity (OEHO) in the Public Health Service was charged with FULLY desegregating 6,000 hospitals that would apply for participation in the Medicare Program as of July 1, 1966.  They succeeded in transforming the nation’s most racially and economically segregated social institutions into its most integrated.  I will describe how it was done and the lessons it offers for current efforts to address health disparities.
