This session will help the public health community understand the authority granted to the U.S. Food and Drug Administration (FDA) to regulate tobacco, how science is used to make the most effective regulatory decisions, and the ways in which state and local tobacco control efforts can complement and inform the federal regulatory process. FDA staff will describe actions taken by the FDA in the first five years of regulating tobacco products and preview future regulatory priorities. Staff from the Tobacco Control Legal Consortium will explain how the public health community can engage in the regulatory process to inform the FDA. Attendees will learn about specific policy options that they can pursue and understand the different and specific ways in which they can collaborate with and inform FDA’s work. At the conclusion of this session, attendees will be able to describe the FDA's role, its activities to date and priorities for the future, and the importance of continued state and local tobacco control efforts to support, supplement, and complement FDA's activities.

Session Objectives: Describe the FDA’s authority under the Family Smoking Prevention and Tobacco Control Act and the steps FDA has taken to regulate tobacco products in the 5 years since enactment of the law. Explain how the CTP Office of Science supports and evaluates research to ensure that CTP has the science base to make regulatory decisions. Evaluate state and local experiences with tobacco control policies that can inform federal regulation of tobacco products.
