Oklahoma In support of the goals of the national Million Hearts initiative, with support from the CDC, and through the ASTHO Million Hearts State Learning Collaborative, the Oklahoma State Department of Health is working with health care, health information technology, quality improvement, payer partners across the state, as well as Indian Health Services to create systems change to implement best practices and evidence-based policies to identify, control, and improve hypertension. This cross-sector team is focusing on efforts in two key areas: • Leveraging Data: Key activities include: 1) Incorporating hospital quality reports and preventable hospitalizations/HTN data into the OK2SHARE data system; 2) Developing a "how to use" guide for accessing and using MONAHRQ data on preventable hospitalizations, and promoting the guide through key partners. • Standardizing clinical protocols and financing mechanisms: Key activities include: 1)Developing and distributing standardized BP collection protocol and pharmacotherapy patient assessment protocol to ID barriers to medication use, dosing and adherence; and 2) Developing protocol for coordinating care between pharmacists, physicians, and care coordinators. In addition, Oklahoma is partnering with BlueCross BlueShield of Oklahoma to develop a pay-for-performance system that reimburses for care coordination, pharmacy, and community-based services based on HTN outcomes.

Dr. Cline was appointed to this position by the Oklahoma State Board of Health and he is the 20th State Health Commissioner to serve since the position was first created in 1907. In February 2011, Gov. Mary Fallin appointed him to serve concurrently as Oklahoma’s Cabinet Secretary of Health and Human Services.
