HHS established a framework for measuring public health quality with the identification of the Nine Public Heath Aims for Quality (PHAQ). the PHAQ were operationalized into a self-assessment tool for frontline organizations (mobile health vans).  The purpose of the tool was to allow organizations to a) learn about the PHAQ; b) understand their program's public health strengths; c) identify opportunities for public health quality improvement. The tool was piloted with a sample of mobile clinics and evaluated for usefulness with frontline organizations using an implementation science framework.

Qualified on the content I am responsible for because: Since 2007, I have managed the growing evaluation team at St. David's Foundation and am responsible for implementing evaluation strategies across the six focus areas of the Foundation. I work with grant partners and internal staff to develop and monitor meaningful measures of program impact and quality. Additionally, I lead the internal evaluation of the St. David’s Mobile Dental Program, which is the Foundation’s only direct service program.
