Public housing is home to more than 325,000 persons ages 62 and over, and nearly one-third of our nation’s public housing is home to an elderly household. In almost half of these households, at least one of the senior members has a disability. Moreover, many seniors living in public housing have multiple chronic conditions. Without public housing, these seniors would likely enter nursing homes. Housing providers have long recognized that public housing can be an affordable community-based alternative to premature institutionalization through the incorporation of supportive services. 

Thus, the Council of Large Public Housing Authorities (CLPHA) has entered into a research collaborative to study the availability of services in public housing as well as to assess the efficiency and effectiveness of existing service delivery models and financing structures. CLPHA’s research will synthesize senior housing plus services best practices through semi-structured interviews with housing providers and subject matter experts. The research collaborative will conduct a statistical study of the services available to seniors in public housing.

CLPHA will present preliminary findings on the senior housing plus services programs and partnerships housing providers have fostered. We will report on the availability of services in senior residences, including meal preparation, transportation, housekeeping, assistance with activities of daily living, and a range of health services. We will also discuss the growing need for supportive services for public housing’s aging population and the opportunities housing providers have identified to collaborate with the health care system to support aging in place for low-income seniors.

From 1994 to 2004, she also served as Executive Vice President of the Housing Research Foundation.
