Development and evaluation of the public health nursing ethics education for nursing students
Japan lacks a systematic ethics education program of public health nursing for nursing students. Therefore, we are developing an educational program for students. In this paper we indicate the ethics educational program contents and evaluation.
Methods
We developed a public health nursing ethics education program for nursing students based on the results of our nation-wide survey for nurse educators. After providing this program, we conducted a questionnaire survey for 30 nursing students concerning outcome evaluation such as achievement levels of education objectives and process evaluation particularly appropriateness of time, materials, and group deliberation.
Results
This program consists of seven modules that nurse educators can choose to teach at their classes. The module topics are: public health nursing ethics and professionalism, collaboration with administrators, collaboration with community members and related professionals, equitable distribution of health and welfare services, outreach services without contract, dilemma between law or system and human rights, gap of health care and welfare services between urban and remote areas. Regarding topics, program process consists of answering questions regarding the materials, group deliberation of a case, and group reflection. The results of outcome and process evaluation were satisfactory. Students clearly understood the essence of ethics for public health nursing practice.
Conclusions
Public health nursing ethics education for nursing students shows great promise for incorporating into the curriculum of nursing schools. We would like to continue to refine this program and disseminate it throughout Japan.
