The growing population of elderly and persons with disabilities prefer to receive care and support at home yet the number of workers with the knowledge and skills to effectively care for them is inadequate. The Personal Home Care Aide (PCHA) workforce is one of the fastest growing occupations in the U.S. with a 46% increase in demand for workers in this decade. Unlike most health care occupations, there are no uniform training standards or requirement for PCHAs. The ACA-authorized Personal Home Care Aide State Training program (PHCAST), funded at $5 million annually for FYs 2010-2013, is a demonstration program to develop, implement, and evaulate competency-based curricula and certification for PHCAs in 6 states. These demonstration programs vary in length of curriculum and mode of delivery, training setting, population targeted and enrolled, and certification/credentialing approach. Yet, evaluators across the 6 states have worked collaboratively since the project onset to share evaluation planning, core metrics, and performance measures. In this session, evaluators from 5 of the 6 state PHCAST program will share data and lessons learned with an aging expert from the national evaluation team moderating the discussion of the overall PHCAST impact.

The other presenters in the proposed symposium are the lead project evaluators in 4 other states in the PHCAST demonstration program.
