How to Enroll the Hard to Reach Under ACA: Lessons From California

In this workshop the speakers will discuss outreach and education techniques likely to increase enrollment for the hard to reach in California, as well as culturally and linguistically competent messaging that respond to the challenges of the target market. Speakers will share their experiences in hard to reach markets, including Latinos, mixed status families. We will compare these efforts to the lessons learned in Massachusetts under their comprehensive coverage model.
Session Objectives: Describe the population least likely to enroll in ACA. Analyze the effect of outreach and enrollment programs for the hard to reach Identify strategies used in Massachusetts to conduct health coverage outreach following passage of its health reform in 2006.
