Nancy Turnbull, Health Policy & Management, Harvard School of Public Health, Boston, MA
Many coverage provisions of the Affordable Care Act were modeled on the 2006 health reform law in Massachusetts, including the creation of state-based health insurance exchanges. Massachusetts has now the lowest rate of uninsurance in the country (3%) and half of the newly insured in Massachusetts have obtained coverage through the Massachusetts Health Insurance Connector, the state's exchange. This session will provide lessons from the experience of the Massachusetts exchange, from one of its long-time board members.

Learning Areas:

Provision of health care to the public
Public health administration or related administration
Public health or related education
Public health or related laws, regulations, standards, or guidelines
Public health or related organizational policy, standards, or other guidelines
Public health or related public policy

Learning Objectives:
Explain the successes and challenges of the Massachusetts exchange in meeting its goals under reform. Assess the impact the exchange had had on improving population health. Formulate lessons for public health professionals from the Massachusetts experience.
