Background. Taiwan is a major donor of many developing countries, especially in the Pacific Island and territories. Solomon Islands(SI) is one of them. For achieving of MDG 4 & 5 in 2015, the Taiwan Health Center has been a very strong advocate of SI achieving those since 2009 based on the National Health Strategies Plan of SI. The purpose of article is to assess the effectiveness and performance of assisting approaches which were executed through THC since 2009. Material & Method. Four customized projects were introduced into this developing Melanesian country for reducing the mortality of infants and maternal women, also improving the infrastructure of rural clinics. Through one INGO of Taiwan, Kaohsiung Medical University Hospital organized a three-year systematic capacity building programs to train for eighty-four doctors, nurses and midwives, especially those in based at National Referral Hospital and province level clinics. All of trainees were examined by pre-test, post-test, and validated questions which included twenty items to evaluate learning effectiveness. Result. A significant progress of the participants' test scores among overall neonatal and infant care skill was identified from 8.65±2.41 to 11.26±2.34 (p<0.01) by pair t-test. Ninety percent participants expressed strong benefit from training projects and hope to accept more advanced emergency obstetric and neonatal care related training. All of skilled birth aids who work at rural health clinics were passed the operation test of new autoclave and delivery kit. And SI Ministry of health did not receive any death case report of maternal and newborn from all trainees for two years. Conclusion. This systematic capacity building projects of maternal, neonate and infant care designed by THC and SI Government for this developing country showed a positive effect on the healthcare professionals including skilled birth aids. We strongly suggest this standardized module can benefit more developing Melanesian countries.

Qualified on the content I am responsible for because: I am a researcher of Taiwan Health Center in Solomon Islands project since 2005, which is executed by Kaohsiung Medical University Hospital, Taiwan. I organized this program and executed this sytmatic projects, focusing on the maternal and children health. In this paper I summarized the results of three main projects, such as the sistership hospital between Taiwan and Solomon Islands, the improvemment of labor ward, the neonatal mortality improvement projects.
