Cdc's national research agenda on public health law

This presentation will describe CDC/OSTLTS Public Health Law Program's public health law research initiative (PHLP-RI). The presentation will provide the audience with information on CDC's legal research agenda related to its national public health priorities and describe the framework that PHLP will use to further public health law impact research at CDC.

Participants will learn about the evolution of the legal research methods PHLP uses to understand how laws impact public health, from analyzing health indicators before and after the passage of legislation in a particular jurisdiction to large-scale assessments of laws categorized according to evidence-based indicators. Over the past year, PHLP has created a new initiative that provides a framework for CDC researchers to evaluate the impact of laws on public health and health departments and their functions. The presenters will provide a case example of PHLP's legal research work, in which a group of researchers undertook a study of state laws related to healthcare-associated infection, a “Winnable Battle” priority at CDC. This work began with a 50-state assessment of legal provisions, continued with a stakeholder evaluation on the impact of legal provisions, and resulted in a legal evaluation project that studies the implementation of laws on the functions and effectiveness of state health department programs. Participants will also learn about PHLP's national public health law research agenda. Lastly, participants will learn about new and ongoing research projects initiated as part of the PHLP-RI.
