One of the key questions facing the world today is what can health official do to protect against a pandemic flu or novel biological attacks when neither vaccines nor anti-virals are available? In his presentation, Heyman seeks to provide an innovative solution to this timely and enduring question. The briefing (and an accompanying paper) provides a framework and methodology by which fast moving, contagious, infectious, and potentially deadly diseases�including those of uncertain origin or pathology�may be controlled in the absence or unavailability of effective prevention, treatment, or other medical intervention. The presentation will introduce a new concept�disease exposure control�an approach that relies on non-pharmacologic interventions to stem the spread of a contagious outbreak. It will also offer key policy considerations and operational guidelines for city, state and local health officials to implement disease exposure controls during a naturally occurring or deliberate contagious outbreak.
