The ethical principles extolled in the Belmont Report are relevant for public health research as well as clinical research, though the emphasis placed on the principles may differ from clinical research. The federal regulations governing research in the United States arose in part from reaction to abuses in clinical research, and were written largely for clinical trials. As a result, these regulations pose challenges for public health research that does not fit neatly into this category. I will examine the application of the Belmont Report to public health research, highlighting needed reforms when current regulations fail to promote ethical research in public health.

• Identify collaborations between institutional review boards and researchers to facilitate ethical public health research.
