The problem of stopping atrocities inflicted on a large scale on civilian populations has become one of the most serious challenges for the human rights communities. Many of the strategies used, moreover, such as the use of economic sanctions and “humanitarian intervention,” which relies on the use of armed force, create new conundrums of their own. This session will review the problem of stopping genocide and crimes against humanity and discuss options for action.
