Overview: The Medicaid Analytic Extracts program of the Centers for Medicare and Medicaid Services has become an increasingly important resource for health services research. Research with these data has the potential to provide vitally important information on quality, cost and outcomes of care for many of the most vulnerable members of society who rely on Medicaid for their health care. MAX files provide claims and enrollment information on care received by fee-for-service Medicaid beneficiaries, released in a format that is common across states, permitting pooling and comparative analysis of care across states. Data are now available for all states. With appropriate attention to methodological issues, the data are of great potential for health services research if research questions are carefully selected that correspond to the strengths of the data and respect their limitations. This panel will provide an overview of this important research resource and illustrate its potential through presentations of research methods and results reflecting the experience of several research groups with MAX and related Medicaid datasets. The research potential of MAX will be illustrated in presentations of research on cost of care for cardiovascular diseases at RTI International; research on psychotropic medication use patterns among Medicaid youth at the University of Maryland; and research on longitudinal patterns of use of antiretroviral treatment among persons with HIV/AIDS and other aspects of HIV/AIDS care for the Medicaid population, at Rutgers University. Presentations will include: Boyd Gilman and Susan Haber, Estimating the State and Local Costs for Cardiovascular Diseases Using Medicaid Data: A Claims-based Approach; Stephen Crystal, J. Walkup, A. Akincigil, S. Bilder, Using the Medicaid Analytic Extracts for Mental Health Services Research: Methods and Findings; Julie Zito, A Kouzis, DJ Safer, JF Gardner, J Korelitz and D Mattison, Sociodemographic Determinants of Psychotropic Medication Use in a Medicaid-insured Youth Population; and a discussion by William D. Clark, Director of the Division of State Program Research at the Centers for Medicare and Medicaid Services, which produces the MAX data.

Learning Objectives:

• To understand the potential of an important new research resource, the Medicaid Analytic Extracts, for research that can address critically important public health needs for better information on healthcare use, outcomes and disparities, as well as the safety, comparative effectiveness, outcomes, and other aspects of the use of prescribed medication by low income persons.
