Health Planning and Financing: Getting the Resources to Succeed
This session focuses primarily on innovative strategies to improve financing, budgeting, operations and planning associated with health service delivery. Specifically, the presentations will discuss (1) social marketing strategies to improve sustainable contraceptive supply to lower and middle income groups, as applied in the Dominican Republic; (2) use of an improvement collaborative to improve quality of family planning services and increase linkages with HIV/AIDS services, using Tanzania as a case study; (3) principle investment, recurrent, and capital costs associated with financing the infectious disease surveillance and response (ISDR) in Tanzania; (5) scope of opportunities to reduce operational barriers and improve quality in HIV-ARV delivery in resource-constrained settings, examining specific interventions in South Africa and (6) linking financial management systems and budget items to health outputs and achievement of results, drawing on examples from Latin America and East Africa.
Learning Objectives: At the conclusion of the session, the participant will be able to (1) develop an understanding of existing challenges and innovative strategies to improve planning, financing, and operations in health service delivery and (2) examine specific experiences in resource-constrained settings related to health planning and budgeting.
