| This session examines topics related to health care financing schemes in low-resource communities. From user fees and expenditures, to measuring efficiency of hospital resource utilization, reducing economic barriers to health care and improving quality of care, the presentations reflect the importance of adequate and accessible health care to resource-constrained settings. Specifically, the presentations will discuss: (1) potential risk factors for catastrophic health spending in developing countries and the effects on household welfare over time, using Peru as a case study; (2) health-seeking behavior affected by waiver of user fees among vulnerable populations in the Kafue District of Zambia; (3) the impact of community-based health financing schemes (e.g. risk pooling) on the utilization of reproductive health services in Ghana, Senegal, and Mali; (4) community-based health insurance schemes in Mali, and resulting utilization of child health services (preventive as well as curative), socio-economic factors that contribute to joining voluntary insurance schemes, and (5) analyses of national health expenditure trends as tools to monitor resource utilization in hospitals with the objective of increased efficiency with which available resources are used. | |||
| Learning Objectives: At the conclusion of the session, the participant will be able to (1) identify potential risk factors that can make households vulnerable to catastrophic health spending and the resulting effect on household well-being, (2) examine the effectiveness of different approaches to reduce economic barriers to preventive and curative health services for low-resource communities, and (3) to examine the value of using national health expenditure trend analyses as a tool in the monitoring of hospital resource utilization and its impact on resource efficiency. | |||
