Latino Health: The Pennsylvania Model for Building Capacity
Healthy People 2010 included for the first time ever public health infrastructure goals. One such key goal is the establishment of state health plans in 100% of the states. Pennsylvania released its first State Health Improvement Plan (SHIP) in 1999. SHIP emphasizes addressing root causes of disease, premature death and disability using community-based health partnerships. SHIP, SHIP's Minority Health Report of 2002, Pennsylvania's Comprehensive Cancer Control Report of 2004 outlined recommendations for delivering education and services to minorities. Driven by these health planning processes, Pennsylvania dedicated 100% of its estimated annual $42 million dollar tobacco Master Settlement Agreement funds to health or health-related projects. This led to the creation of a strategy to build human and system capacity for Latino health improvement, work to reduce Latino health disparities, strengthen evidence-based or informed Latino-oriented public health practice, and stimulate a Latino health movement in Pennsylvania. In Part One, the state health planning process is outlined with a special emphasis on the translation into practice; one key tool for health program planning, the Hispanic Tobacco Bibliography, is described; and, a Latino Health Advocacy and Leadership Program aimed at reducing disparities through community-led efforts is presented. In Part Two, a case study of a Latino health festival is presented from overview (relating festival strategy to the state health plan), to planning, to implementation including a three pronged evaluation strategy. Evaluation of health promotion efforts is one critical area for the building of an evidence-base, particularly as it relates to Latinos and other minorities.
Learning Objectives: Participants should be able to: 1)Articulate a strategy for translating health plan recommendations into action by building system and individual capacity, including mentoring and career development of minorities or minority-serving professionals; 2)Articulate how a advocacy and leadership program can be designed to function as a mechanism for community mobilization; and 3) participants will become familiar with a culturally competent approach to building a successful Latino community health program, including process and outcome evaluation strategy.
