Measuring progress towards Healthy People 2010 targets

Healthy People 2010 is a comprehensive, national health promotion and disease prevention agenda which has established objectives for improving the health of the U.S. public during the first decade of the 21st century. The initiative has 467 objectives and hundreds of sub-objectives, most of which have associated targets by which progress can be assessed. The Healthy People 2010 Midcourse Review is being conducted in the middle of the decade to evaluate and report progress towards measurable objectives and their targets. The Progress Quotient, a measure used to compute the percent of the target achieved for objectives with two or more data points, will be calculated and displayed in charts for all focus areas. Developed for the Midcourse review, confidence intervals for Progress Quotients will be used to evaluate the statistical significance of changes from the baseline data to the most recent data point. In addition to these calculations, this presentation will describe target-setting methods using examples from newly measurable objectives and objectives that require target adjustment due to revision of baseline data. The use of Kendall-Tau correlation to assess trends in estimates of objectives with three or more data points will also be discussed. Using these and other methodologies, the Midcourse review identifies areas in which significant progress has been made toward target achievement, as well as areas in which challenges have hindered meeting targets. This offers public health professionals and policymakers an opportunity to develop new strategies for moving the nation closer to its health goals for the decade.
