The presentation will explain the evolution of evidence-based approaches in mental health treatment, focusing on psychotherapy. Managed behavioral health care––largely a response to concerns about the cost and effectiveness of open-ended, unstructured therapy––and public sector demands for accountability became driving forces for evidence-based practice in the 1990s. The consumer movement, championed in part by the Substance Abuse and Mental Health Services Administration (SAMHSA), added new expectations to the definition of “evidence-based.” The presentation will discuss barriers to meeting these new expectations as well as how SAMHSA's development of databases for evidence-based practices in mental health represents an increasingly systematic approach to meeting evidence-based standards for mental health treatment.

• 1. Identify barriers posed to the application of evidence-based practices in psychotherapy.
• 2. Identify milestones in SAMHSA’s development of an approach to identifying evidence-based practices in mental health treatment.
• 3. Assess the interpretation of this development as an evolution that addresses barriers to applying standards for evidence-based treatment to psychotherapy.
