Abstract #120604

Adolescent Risky Behavior Legislative Advocacy

Katherine (Katie) Riley, EdD, Public Health and Preventive Medicine, Oregon Health & Science University, 3181 SW Sam Jackson Park Rd, CB669, Portland, OR 97239-3098, 503-494-2556, rileyk@ohsu.edu

Adolescent risky behavior is the precursor of many unhealthy adult behaviors. Advocacy with legislators to pass laws that will prevent risky behavior and intervene early with adolescents who are already engaged in risky behavior can benefit both the adolescents themselves as well as society. Research has shown that adolescents who engage in one kind of risky behavior often participate in other risky behaviors as well; e.g., alcohol and tobacco use, inappropriate sexual contacts, violent actions, poor nutrition, lack of exercise. Use of community schools, school based health centers, and other evidence-based interventions can help keep youth and teens from a downward spiral. Legislation that support these activities can promote positive youth development.

The Adolescent Risky Behavior Section of the Oregon Public Health Association has developed evidence-based policy recommendations and advocated for them with state legislators. During 2005 their Adolescent Risky Behavior Legislative Handbook was distributed to all Oregon state legislators during a legislative visit attended by approximately 30 teens and 11 adults. This activity has been followed by tracking of legislation and contacts with key legislators to advocate for specific bills.
