Estimating per capita Medicaid costs for cardiovascular disease using the Medical Expenditures Panel Survey (MEPS) data

We use standard econometric methods and 2000 to 2002 publicly available and nationally representative MEPS data to estimate Medicaid costs separately for coronary heart disease (CHD), congestive heart failure (CHF), hypertension, and stroke. Because these conditions often co-occur, both with each other and with other chronic conditions (e.g., diabetes), it is a challenge to specify a model that captures these costs without double-counting. We present the results of different econometric modeling techniques and discuss the implications of the modeling techniques on cost estimates. We also discuss how states can use these estimates to easily quantify aggregate Medicaid expenditures attributable to these diseases.
