The goals of the Youth Health Initiative (YHI) program are to: 1) increase access to family planning and sexually transmitted infection (STI) screening services, and 2) improve the quality of services provided to male and female youth ages 24 and under in California. An evaluation of the 2005 YHI program will include survey data collected from over 4,000 youth receiving services in 28 agencies throughout California. Survey results will describe patients' reason for their visit to the clinic and evaluate levels of comfort with sources of reproductive health information, including clinic staff, parents, and partners. Respondents will report on the likelihood that they would seek services at the clinic in the event of a loss of confidential services currently guaranteed through Title X. Evaluation results will be compared to extant research on the impact of mandated parental involvement on minors' use of sexual health services. In addition, this paper will discuss the process of involving adult and youth YHI staff in the development of the survey used in program evaluation. Specifically, it will outline lessons learned from efforts to effectively measure exposure to outreach, improve question wording, and refine survey layout.
