In the past decade, consumer-operated services have matured and increased their numbers across the United States. As traditional mental health programs are strained by demands for services at a time of limited fiscal resources, the inclusion of consumer-operated services within the continuum of community care is expanding the capacity of the mental health delivery system. However, inclusion within the service system has been uneven and funding limited by the lack of randomized, controlled studies of their cost-effectiveness. In 1999, SAMHSA funded a large multisite study to investigate the outcomes of consumer-operated service programs when offered as an adjunct to traditional mental health services. The Consumer-Operated Service Programs Multisite Research Initiative (COSP-MRI) has now concluded outcome, cost, and program fidelity analyses. This session will present the background, design and methods, and some of the major findings from this study.
Learning Objectives: At the conclusion of the 90 minute session, the participant will be able to: 1. Discuss the history and federal intent of the Consumer-Operated Service Programs Multisite Research Initiative (COSP-MRI). 2. Describe the organization, design and methods of the COSP-MRI. 3. Articulate the findings of the randomized, controlled intervention.
