Cairo treats reproductive health broadly addressing its biomedical, social, economic and political dimensions, and presents it as an essential part of development and as a fundamental human right.

While the definition of priorities for Cairo emerged from a consensus-based process, the process of identifying priorities for the unfinished agenda appears to be directed by a few -- largely western -- actors. Ms. Germain will offer her views on progress toward achieving the reproductive health goals defined at the 1994 International Conference on Population and Development. She will also talk about the challenges that faced by the Cairo agenda on its 10th anniversary.

Ms. Germain will also discuss the place of reproductive health in the Millennium Development Goals and the implications of the absence of a goal dedicated to reproductive health for achieving the Cairo goals.
