The proposed session highlights a multi-faceted, statewide plan to identify, expose and eliminate tobacco-related health disparities among racial/ethnic minorities and other special populations in Pennsylvania. The session will present empirical and qualitative research findings that led to a multi-sector collaborative approach to address serious inequities in the provision of tobacco-related prevention, cessation and treatment services. The session will present an overview of tobacco prevention and control issues and recommendations developed by a statewide, 30-member Diversity and Minority Health Disparity Strategic Planning Committee. In addition, the session will present focused statewide efforts to improve smoking cessation outcomes and to promote innovative surveillance approaches to expose the sale of tobacco products to underage youth. The session will define the role of the University of Pittsburgh Center for Minority Health, and its academic and agency partners, in the statewide movement to eliminate health disparity by the year 2010. The session will showcase State Health Improvement Projects (SHIPs), county health-oriented collaboratives, the Pennsylvania Youth Tobacco Control Project, an Oral Cancer Screening and Lay Health Advisor Demonstration Project, and a web-based tobacco-prevention and control clearinghouse to illustrate the strategic value and benefits of strengthening community-based capacity and commitment to insure equity in the availability, provision and utilization of culturally relevant tobacco prevention and control programs and services for all Pennsylvania residents.
