To date, efforts have focused on categorical approaches to violence against women, rather than a comprehensive approach that emphasizes primary prevention. One constituency works to intervene and prevent sexual assault, while others strive to end domestic violence, or trafficking. The problem cannot be solved by adopting a single strategy, by concentrating on one type of violence against women, or by working within a single field.
The California Department of Health Services, Epidemiology and Prevention for Injury Control Branch (EPIC) worked in concert with state agencies, statewide coalitions and service providers to develop a very different kind of action plan to address violence against women. Recognizing that many categorical strategic plans already existed, and much work had already been accomplished throughout the state, EPIC decided to build upon existing work to promote priorities that address multiple forms of violence against women. Thoughtful consensus building has resulted in a concise document to assist policy makers and advocates to translate overarching priorities—supported by a broad base of constituency groups—into action.
The policy recommendations included in this Statewide Action Plan were developed with attention to the full prevention continuum, with an emphasis on primary prevention. Of the 13 key issues included, four were consistently identified as priorities across disciplines, constituencies, planning documents and key informant interviews.
This session will discuss the strategies and resources used to engage, mobilize and collaborate on the implementation of these four priority policy initiatives. Participants will receive copies of California's Statewide Action Plan for the Prevention of Violence Against Women.
