Comprehensive planning for Ryan White Title II programming is critical to ensure effective and efficient delivery of services. This paper discusses the process and final outcome of a statewide project designed to deliver a comprehensive integrated effective network of HIV-related services in a Midwestern area that included rural, suburban, and urban populations. Identification and review of data to inform the planning process included mailed surveys to several different groups of stakeholders (consortia directors, state workgroups, community planning groups, and Ryan White Care Act grantees), nine focus groups of consumers, and meetings with stakeholders (providers and consumers) across the state, and review of secondary data sources such as surveillance data, state reports and grant applications, local planning documents, and relevant professional literature. Benchmarking with other RWCA grantees across the nation was also done. Review and synthesis of all primary and secondary data resulted in descriptions of the current epidemic and the continuum of care system, development of a shared vision and values statement, and the explication of specific priority areas with related objectives, sample activities, and evaluation plan. Priority areas issues include capacity development, increasing medical care among those diagnosed as HIV-positive, improving access to all essential care and services, increasing integration of RWCA services with other HIV related programs, improving and expanding prevention efforts with high-risk populations and HIV+ individuals, reducing stigma, prejudice, and discrimination, and collecting accurate data that serves to support, monitor, and improve services.
