“No lead in me”: 2003-2004 lead poisoning prevention program targeting high risk infants and children enrolled in three inner city Philadelphia day care centers

This presentation will highlight the “No Lead in Me” environmental health clinical project coordinated and evaluated by a 2004 Public Health Master's in Nursing candidate. The two semester project targeted a minimum of 60 high risk young inner city children enrolled in subsidized and private day care centers located in Philadelphia’s “J Belt”. The geographic “J Belt” designation represents residential areas of pre 1950s housing stock with a positive correlation of high prevalence rates of elevated blood lead levels (EBLLs) in children who live in row homes. Thirty plus staff, parents and undergraduate nursing students participated in the educational component. The screening component utitlizes a portable lead analyzer on site to more rapidly screen for an elevated lead level. The use of the CDC and City of Philadelphia Public Health Department Childhood Lead Poisoning Prevention Program (PDPH CLPPP) funded analyzer enabled the student to expedite reports and follow-up by the PDPH case manager. Findings were reported to the adult caregivers. Children whose blood lead levels ranged from 10 to 14 ug dL were to have primary care provider follow-up within three months. Children who tested 15 ug dL or above were referred to the PDPH CLPPP for home assessment, evaluation and possible medical intervention.. The “No Lead in Me” project was completed April 2004. Summarized results include outcomes of educational initiatives as well as blood lead level results. Opportunities for future funding and replication with similar populations will be presented.
