Background: A major theory of change today is that replication and implementation of evidence-based programs will help solve many of the problems faced in human services. However, the factors involved in successful replication and implementation of programs are not well understood. Also, literature regarding the necessary and sufficient conditions for replication and implementation of evidence-based programs in human services is sparse. Purpose: To identify and conceptualize the factors involved in the successful replication and implementation of evidenced-based programs across various disciplines. To develop a framework for implementation that can be utilized by evidenced-based program developers, stakeholders and consumers to ensure successful program replication. Methods: Table of contents services, bibliographic and citation databases were searched to provide a comprehensive review of the literature on implementation. Databases searched included, but were not limited to, Psyc Info, Web of Science, CINAHL, Emerald, JSTOR, and Medline. Using ATLAS.ti, qualitative software, a content analysis was performed on the articles, reports, etc. to determine if patterns or themes on implementation existed across the various disciplines. Multiple coders performed the content analysis and key content was extracted. Results: The key components of dissemination and implementation processes were identified and the strength of evidence supporting those components were assessed. Based on the evidence, a framework was created to describe implementation procedures and practices. Conclusions: The research synthesis and framework will provide practical advice and recommendations to developers and consumers of evidence-based programs concerning dissemination and implementation procedures and processes.
