Accreditation System: Performance Outcome Dashboard

The paper describes an innovative approach to develop and implement a performance outcome dashboard for an accreditation system at the Graduate Public Health Program, American University of Beirut, Lebanon. The objective is to provide managers at the ‘cockpit’ a ‘panel with gauges and controls’ to navigate the Program in compliance with the Council on Education for Public Health (CEPH) accreditation criteria within the timeframe allotted for the self-study.The architecture of the dashboard is an adaptation of CDC’s National Public Health Performance Standards Program. The ten CEPH Criteria were mapped on a pyramidal organization with: The apex composed of measurable performance outcomes, linked to the dashboard outside the pyramid by virtue of data collection surveys; processes pertaining to instruction, research, and service functions supporting the apex; an infrastructure composed of student capacity, workforce competency, and organizational capacity; and a mission statement at its foundation. The tracking system that monitors performance was adapted from Kaplan and Noland’s Balanced Scorecard methodology. Starting with mission and vision statements that cascade throughout a matrix organization, MS Excel spreadsheets were prepared to map instruction, research, and service functions; against four perspectives bearing a ‘cause and effect’ relationship, namely customer, internal processes, learning and growth, and finance. The perspectives were then spread out into: objectives, measures, targets and initiatives. In its present form, the information system is only partially automated.
