The purpose: As the goal of the Health Promotion is not clearly set in Japan, the Health Promotion has not been propelled nor has it been properly evaluated. The purpose of this study was to identify the state of the advanced community in Health Promotion The method: First we studied the literature related to Health Promotion. Then the focus group discussion was conducted with three Health Promotion researchers and one skilled Public Health Nurse for the collection of item pool. The topic was the conceptualization of the state of the advanced community where Health Promotion was encouraged based on the examination of existing studies. The discussion was videotaped and recorded. The data was analyzed qualitatively by categorization of similar concepts. The result: the following five categories were found: 1) continuous development of the community for healthier and better living; 2) mutual support and watch among the residents; 3) various groups responding to various needs; 4) cooperative learning on health issues among themselves; 5) good partnership with the municipality . Discussion: The state of the advanced community in Health Promotion was that the residents took initiatives and made efforts positively to solve the problems for themselves. The important factors are that the community had active interactions by various residents groups, and that they kept good partnership with other organizations, and that they learn together and from each other on health in the community.
