Bioterrorism risk communication for seniors: The need for consumer sensitive strategies

Purpose: Following the events of September 11, 2001 it became crucial to identify the risk communication needs of special populations. The senior population in Nevada is one of the state’s most diverse and fastest growing and their needs must be addressed by public health preparedness initiatives. To determine the bioterrorism risk communication preferences of seniors, the University of Nevada collaborated with the State Health Division and the Centers for Disease Control and Prevention to conduct a statewide needs assessment using focus group and key informant interview methodologies.

Methods: Focus groups were conducted with senior citizens in four urban and one rural community. In addition, ten key informant interviews were conducted with senior service agency professionals across the state. Research objectives assessed 1)information sources, 2)bioterrorism information needs, 3)preferred information dissemination modalities and 4)potential barriers to information dissemination.

Results: A qualitative thematic analysis indicates that seniors: 1) prefer to receive information by word of mouth and from someone they trust, 2) rely heavily on media sources, 3) desire consistent messages across mediums. Special considerations must be made for reaching sensory impaired, isolated and/or rural seniors who may lack access to information and support systems. Periodical pre-event emergency information is preferred to reduce anxiety and instill a sense of confidence in seniors’ abilities to respond to emergency directives.

Conclusion: The results indicate the need for tailored communication strategies for effective information delivery to seniors.
