The purpose of this study is to explore the assessment strategies utilized by expert public health nurses (PHNs) in identifying health problems which would be the basis of the new project plan which will be implemented to improve the health condition of key clients in the community.
Yin's case study design was adopted. Five PHNs who had developed new community health projects in municipalities were interviewed to serve as study participants. Only those municipalities with approved program and official budget were selected because of their substantial projects.
Through qualitative analysis, referring to Yin's method of analyzing in a time series process the common strategies utilized by the 5 PHNs emerged. The PHNs recognized the limitations of existing projects based on the key clients daily activities whom they felt has difficulties in terms of support. Survey and consultation records were used to show evidence of the seriousness of the health concerns affecting majority of the community people. Furthermore, PHNs assessed information that was related to the cause of difficulty in the clients' daily activities such as: geopolitical characteristics, national government policy and social conditions. Results show that PHNs focus their assessment in factors related to the current condition of the community and its existing local health problems.
The study proposed that PHNs can identify health concerns through efficient assessment of key clients to reveal specific community health problem.
