Program evaluation is vital for assuring evidence-based public health nursing practice and efficient use of public health resources. This presentation will describe a perinatal services program evaluation conducted in a local health department using the CDC Framework for Program Evaluation. The goals of the evaluation were to determine whether the current interventions in Madison Department of Public Health’s (MDPH) perinatal services program improved the health of program participants, to learn whether interventions met the needs of program participants, and to identify ways in which to improve the program. The MDPH conducted this evaluation of its perinatal services in collaboration with the Wisconsin Division of Public Health, the University of Wisconsin School of Nursing, and the CityMatCH Data Use Institute. The evaluation team developed a program map of current services using input from Public Health Nurses who provide perinatal services. The program map was used to guide quantitative and qualitative data collection. The team collected data from a variety of sources, including Public Health Nurse focus groups, interviews of clients who received perinatal services, client record review, and birth certificates. The evaluation process and the results of the evaluation led to perinatal services program design improvements. Lessons learned in conducting this evaluation are applicable to the evaluation of any public health nursing program.
