Background: Providing mental health services to persons with mental illness, mental retardation, and substance abuse through community-health programs are faced with many challenges. Community Services Boards (CSB) are established to provide services to the persons needing mental health services. Approximately, one in five Americans experience a mental condition in the course of a year, and approximately 15 percent of all adults who have a mental condition also experience a co-occurring substance use disorder.
Methods: Describe the process used to assist a CSB in an urban city in Southeastern Virginia develop a strategic plan for the upcoming three years of service to their community. Several distinct topics were explored. First, is the CSB fulfilling its mission to provide a system of mental health, mental retardation and substance abuse prevention, treatment, and rehabilitation services for the citizens of that city? Secondly, are the services provided meeting the needs of the residents? Thirdly, what are the gaps in services that are provided or that are needed in the future; and what are the barriers that make it hard for residents to receive necessary services? And lastly, are the residents satisfied with the service provided?
Qualitative and quantitative analysis of information from forums held with providers, community and consumers, and employees was conducted. Surveys were also completed with face-to-face interviews.
Results: Gaps in services, barriers to services, and satisfaction levels were identified.
Implications: Future research should analyze how to increase the support of CSB to provide necessary services in the midst of decrease funding.
