Thirty-nine of the 43 federally recognized tribes in Oregon, Washington and Idaho oversee contracts with their State’s Health Department to provide tobacco prevention and cessation programs within their communities. In order to identify how these programs would most benefit from the provision of support, training and technical assistance, a needs assessment questionnaire was designed and administered by the Northwest Portland Area Indian Health Board (NPAIHB). The questionnaire evaluated each tribe’s organizational capacity, training, funding adequacy, program implementation, evaluation, data collection, community involvement, clinic programs, traditional use, counter-marketing and policy development in order to gain a better understanding of the cumulative strengths and weaknesses of the Tribal Tobacco Programs present in the Northwest. Based on the results of this survey, the NPAIHB composed a State-by-State report of recommendations.
This workshop will discuss the survey protocol that was used, regional and cumulative results, programmatic recommendations, and implementation and resultant program changes. Through this evaluation, a number of key themes and trends surfaced, with significant implications for the provision of appropriate resources, technical assistance, and training. Additionally, all participants will be given access to the evaluation tool employed. The Tribal Tobacco needs assessment is an accessible and efficacious tool for assessing programmatic needs among tribal tobacco control programs, and for developing recommendations to improve the appropriateness of services provided to tribal tobacco programs.
