Evaluation of the New Beginnings Program: “A Hand Up, Not A Hand Out”

A joint effort of the Neighborhood Service Organizations’ (NSO) 24-Hour Walk-In Center and the NSO Calvin Wells Treatment Center, New Beginnings received a grant to provide substance abuse treatment , permanent housing, employment and supportive case management services to 140 homeless substance abusing/co-occurring disordered consumers receiving services at the 24-Hour Walk In Center in Detroit’s Cass corridor.

Project outcomes included: · 80% of consumers accepted into the program will remain in substance abuse treatment for a minimum of six weeks. · 65% of consumers completing substance abuse treatment will remain in housing placement for a minimum of six weeks. · 100% of consumers completing substance abuse treatment will enter job development programs as needed. · 80% of consumers entering job development programs will complete the job development program. · 50% of consumers placed into a job will remain in that position for a minimum of six months. · 100% of consumers completing substance abuse treatment will receive primary care health services. · 100% of consumers completing substance abuse treatment will be linked to other needed resources.

Evaluation of data confirmed completion of all objectives and obtained statistically significant increases in the percent of consumers:

· indicating zero days of alcohol use in the past 30 days · indicating zero days of illegal drug use in the past 30 days · indicating abstinence from crack/cocaine use · being placed and maintained in permanent housing · receiving health care provision · indicating improved health outcomes · in job development and placement
