| Health workforce issues have are gaining increasing importance in the health policy and strategy dialogue, globally and locally within individual countries. Health care providers, and the organized health professions, are asserting themselves increasingly as subjects and not only as objects of policy and action. The range of issues, stakeholders, and perspectives on health workforce issues are large. Ministries of Health have often seen the problem as one under the jurisdiction of a Human Resource Department of the Ministry. However, given their responsibilities for tertiary education, Ministries of Education frequently play a determining role by designing and providing pre-service training to doctors. The organized health professions have frequently been ignored in the dialogue, and this has been a factor in the subsequent resistance to change by health care providers. Ministries of Finance and Planning also play key roles, because of their budgetary and employment responsibilities. Civil service commissions or Ministries of Labor may also have central roles. This session aims to review selected health workforce issues from global and local perspectives. It starts from the view that health workforce issues are too complex and multifaceted to be handled under the authority of a single Ministry or even by governmental entities without the active engagement of non-governmental actors. By the end of the session participants can expect to learn about different dimensions of health workforce issues at the global and country level. Participants will see how different perspectives lead to different conclusions. They will also grasp the problem of a disorganized world community, as it endeavors to address different aspects of health workforce problems. | |||
