| Janice Cohen will discuss components of a quality management evaluation technology that links individualized level of care, needs assessment, evidence and best practices, clinical pathways, client and system outcomes monitoring, cost-effectiveness evaluation, and implementation of desired improvements within the framework of a recovery model. Rex Green will highlight the importance of developing quality management systems for mental health service agencies and review current trends in promoting quality, showing how implementation of evidence-based practices can expand the utility of mental health services effectiveness research. Frank Ghinassi will discuss the Pittsburgh Project's development of systems capable of responding to episodes of behavioral health illness for a large population across the lifespan. Clinical pathways, models of retrospective and real time access, process and outcomes performance measurement, and the integration of fiscal monitoring and business plan methodology will be described. Ron Manderscheid will describe national efforts to develop common performance measures for mental health and substance abuse services and a quality improvement framework through the "Decision Support 2000+" and "Performance Partnership Grants." John Lyons will discuss strategies and barriers to the implementation of quality improvement activities. Examples from a variety of successful and unsuccessful applications will be used to illustrate principles. These include the Partnership for Children program in New Jersey, residential treatment in Illinois, and single points of accountability projects in the New York and Ohio public mental health systems. Sandra Naylor Goodwin will discuss the status of California's quality management initiatives for state and county mental health systems of care. | |||
