| Norman Sartorius will review and compare current models and practices of integrated behavioral and primary health care services in Europe and discuss the possible implications of differential client outcomes based on the type and amount of services received. Westley Clark will discuss joint efforts of the Department of Health and Human Services, the Substance Abuse and Mental Health Services Administration, and the Health Resources and Services Administration in coordinating a common strategy to aid community programs and systems in reducing barriers between specialty behavioral health care and primary care. Constance Pechura will discuss the challenge of changing an acute care system into one that provides quality care for a host of chronic illnesses, including many mental illnesses, and how such a system serves as a major barrier to the integration of behavioral health and primary care. She will discuss existing conceptual and practical models designed to effect such integration, and explain why applying that knowledge in real world settings has proven difficult. Janice Cohen will describe innovative partnerships being implemented among primary care providers and psychiatrists to provide integrated care. Models for expanding the scope of community psychiatric practice, such as outpatient psychiatric consultation liaison specialty services and multi-disciplinary group practices will be discussed. Barbara Mauer will review a conceptual model for considering the differing populations seen by primary care providers and the differing services, skills, financing and infrastructures involved, using examples from public sector organizations around the country. | |||
