| The goal of the annual session on the policy and financing of women's and children's health care is to present current, rigorous, policy-relevant research from multiple disciplines. The 2002 session focused upon the array of research methods to assess policy implementation. This year's session presents research papers related to the formation, implementation, accountability, and revision stages of public policy making. The first paper examines child health policy in the formation stage, particularly the status of federal MCH-relevant budget appropriations and policy legislation moving through the US Congress in the FY 2003 session; and suggests strategies to support policy formation to meet MCH needs (Bailey, 55750). The remaining 3 papers assessed implementation of child health insurance policies; 2 papers at a single-state level, and the third at the local level. The second paper assessed state insurance policy, particularly the differential impact by age of insurance expansions for 'working poor' children and adolescents. using a single-state telephone surveys of enrolled parent report to identify age-disparate health status, need for services, and unmet need/delayed care (Feinberg). The third paper likewise analyzes state insurance policy implementation, using a single-state annual statewide post-partum mail/telephone survey of mothers with live births (Sarnoff). The final paper discusses how MCH insurance policy is implemented at the community level, and identifies factors in implementation success (Hughes). | |||
