Allies, one of nine sites participating in SAMHSA’s Women, Co-occurring Disorders and Violence Study, was developed through collaboration between Northern California’s San Joaquin County Health Care Services (HCS) and ETR Associates. The purpose of the project was to provide comprehensive, integrated, trauma-informed and trauma-specific services for women with co-occurring ADM disorders as well as physical and/or sexual abuse histories. The primary goals of this service system were to reduce the women’s substance use and mental health and trauma-related symptoms and improve their parenting abilities. Women from the target population were involved as staff members and as volunteers in the development and implementation of both the project and its evaluation. Two counties in Northern California were the site of this research. San Joaquin County HCS served as the experimental community with the neighboring Sacramento Department of Health and Human Services (DHHS) serving as the comparison community. In San Joaquin County, Allies was implemented in programs across two HCS offices: the Office of Substance Abuse and Mental Health Services. Five substance abuse treatment programs either specifically designed for women or with significant women’s components comprised the primary treatment network. Allies staff, program drug counselors, and contracted mental health clinicians worked to provide trauma-informed, integrated case management services and parenting classes, as well as Seeking Safety trauma-specific groups. Representatives from HCS’s Office of Substance Abuse and Mental Health Services and additional community agencies collaborated by serving on the County’s Dual Diagnosis Task Force.
