As preparation for implementation of a totally tobacco-free policy at the state health department an employee cessation program was offered to all employees of a state health department. This included all central office and county health department employees. The two independent city-county health departments were also included in the program. All employees were offered free counseling and medications. Cessation counselors were nurses who were current health department employees and were allowed by their supervisor time from normal work duties to provide the counseling. Although other methods were also offered, this was the predominant method utilized by the employees who smoked. It is estimated that 80-90 percent of employees who smoke participated in the program in the central office and large numbers also participated in the local health departments. The evalation consisted of record abstract, participant survey, and informal interviews with the cessation nurses.
