The Children and Families Commission of Orange County was created as a result of Proposition 10, the California Children and Families Act of 1998. The proposition added a 50-cent sales tax on tobacco products in California and requires that funds raised be used to support the expansion or creation of new education, health, and childcare programs promoting healthy early childhood development from the prenatal stage to age five. The Children and Families Commission of Orange County is responsible for overseeing the allocation of tobacco tax revenues received annually from the State Commission. The Commission determined that an integrated quality service system focused on the reduction of child death and disability due to preventable causes of injury would contribute to children growing up in healthy and safe environments. The Commission directed the California Chapter 4, American Academy of Pediatrics (CA-4 AAP) to develop a county wide Injury Prevention Program (IPP) that will avoid redundancy and duplication, reduce fragmentation, promote coordination, and promote integration of injury prevention services and education. A collaborative of 49 local injury prevention organizations was convened to initiate a needs assessment and strategic planning. Four core initiatives were developed: 1) Child Maltreatment Prevention, 2) Child Care/Home Safety, 3) Emergency Preparedness, and 4) Children In and Around Cars. These initiatives provide the foundation for the implementation of childhood injury prevention programs in Orange County and can be used to guide the Children and Families Commission of Orange County for future strategies and funding decisions.
